On the basis of its permits, the accredited testing laboratory for metal inspection, diagnostics and welding offers a wide range of core services that help to solve your tasks comprehensively and save your time.


In accordance with Article 73 of the Law of the Republic of Kazakhstan «On Civil Protection» No. 188-V dated 11 April 2014, the following are subject to industrial safety expert examination:

  1. Hazardous technical devices operating at a pressure above 0.07 megapascals or at a water heating temperature above 115 degrees Celsius, except for heating networks; similar steam and hot-water boilers, pressure vessels, lifting mechanisms, escalators, ropeways, funiculars and lifts.
  2. Technologies, technical devices and materials used at hazardous production facilities, except for construction materials used at such facilities.
  3. The industrial safety declaration of a hazardous production facility.
  4. Production buildings and process structures of hazardous production facilities.
  5. Legal entities applying for an attestation, for compliance of the declared types of work with industrial safety requirements.

Mandatory expert inspection and technical examination of hazardous technical devices is governed by the Law of the Republic of Kazakhstan «On Civil Protection» No. 188-V dated 11 April 2014 and covers industrial safety in the operation of the following equipment: lifting mechanisms of all types (cranes, loader cranes, excavator cranes, lifting mechanisms of every kind, electric trolleys and hoists, winches for lifting loads and/or people, electric and hydraulic lifts with a lifting capacity of 40 kilograms or more, interchangeable and removable load-handling devices (hooks, grabs, lifting electromagnets, slings, grippers, spreader beams), ropeways, fire escapes, funiculars and others; as well as pressure vessels, steam and hot-water boilers, pipelines (trunk lines, gas pipelines, steam and hot-water lines), tanks, metal structures of mechanisms, pumping units and their devices, drilling rigs and much more.

The testing laboratory for metal inspection, diagnostics and welding of KazExpertProm inspects and diagnoses metals and welded joints on the basis of Accreditation Attestate No. KZ.T.02.2362, issued by the National Accreditation Centre on 1 September 2020 for compliance with GOST ISO/IEC 17025-2019, and Certificate No. 63/20, issued by the National Centre of Expertise and Certification of the Republic of Kazakhstan on 19 November 2020. Using new-generation high-technology equipment, the laboratory provides high-precision non-destructive testing of the metal of hazardous technical devices of all types by the following methods:

  • Visual measurement inspection
  • Ultrasonic flaw detection, thickness measurement, hardness measurement
  • Radiographic testing
  • Magnetic particle and magnetographic flaw detection
  • Penetrant testing (dye, vacuum, capillary, leak detection)
  • Thermal testing
  • Acoustic emission testing
  • Eddy current testing
  • Spectral analysis of metal
  • Chemical analysis of metal
  • Mechanical testing of metal (tensile, bending and other tests)

To determine the main physical, mechanical, quality and performance characteristics of materials, the accredited testing laboratory of KazExpertProm LLP carries out a range of destructive tests and studies. Their result is a forecast of how the products will behave under real operating conditions, and of the suitability of the entire item from which the sample was taken.

The studies are carried out by certified specialists. Only certified equipment is used, verified and calibrated annually by the metrology service of NaCEkS JSC.

To study the macro- and microstructure of metals and alloys and its effect on mechanical properties, the accredited testing laboratory of KazExpertProm carries out metallographic analysis. Metallographic analysis involves a series of procedures and analytical activities that yield reliable data on the quantitative and qualitative composition of the item under study, as well as on its mechanical, physical, technological and performance properties. The object of metallography is the metallographic structure of the specimen, which becomes available for observation under a microscope after special sample preparation.

3D scanning is the process of creating a digital copy of a real object: converting the object into a 3D model and digitising it. The result of scanning is a point cloud, which is systematically converted into a set of polygons and then post-processed in modern computer-aided design systems. This technology opens up new opportunities for modern manufacturing, science, healthcare, architecture and industrial design.

Technical inspection and diagnostics of a lift are carried out under the general rules that apply to the inspection of all types of equipment. In addition, the Rules for the operation and maintenance of lift facilities apply to this type of lifting equipment (approved by order of the Chairman of the Agency of the Republic of Kazakhstan for Construction and Housing and Utilities No. 5 dated 10 January 2012).

During technical inspection and diagnostics, lift equipment undergoes:

  1. visual and measurement inspection;
  2. checking of the lift in all operating modes;
  3. assessment of the condition of the lift equipment, including detection of defects, evaluation of the rope, faults, degree of wear and corrosion;
  4. testing of safety devices;
  5. inspection of metal structures using non-destructive testing methods;
  6. testing of protective neutral earthing (grounding) and of the insulation resistance of electrical networks and equipment, and checking that protection operates in networks with a solidly earthed neutral.

KazExpertProm LLP has innovative equipment for measuring the wear of steel wire ropes — the INTROS flaw detector, designed for non-destructive testing of ropes of any design made of ferromagnetic steel wire, both during their production and in service. The INTROS flaw detector simultaneously measures the relative loss of metallic cross-sectional area of the rope and detects external and internal local defects, such as broken wires and strands, corrosion spots and wire welding points.

Scope of application: the INTROS flaw detector is used at mines, in shafts, lifts, on cranes, ropeways, bridges, high-voltage power transmission lines, antenna masts, flare units, building structures and other facilities where steel wire ropes are used.

The wide use of overhead and gantry cranes, and partly of tower cranes, to optimise lifting, transport, loading and unloading operations in industry, mechanical engineering and at power facilities depends directly on their correct installation and reliable operation.

One of the most important elements of these machines is the crane runway, which must be installed correctly and then inspected periodically during operation. This is necessary so that the work process creates no unnecessary risks and remains efficient, without downtime or potentially dangerous situations.

Almost every building or facility is equipped with fire escapes. Like roof guardrails, they must be in good order whatever the season, because their purpose is to allow people to evacuate and emergency services to gain access during a fire. This is why fire escapes and roof guardrails are tested for strength. It is important that the results of such tests confirm that the structures comply with the criteria established by law.

KazExpertProm provides training, retraining, advanced training and certification of level I and level II welders employed at hazardous production facilities, in accordance with Order of the Minister for Emergency Situations of the Republic of Kazakhstan No. 309 dated 16 September 2010 «Industrial safety requirements. Certification of welders and welding specialists». Welders are certified for the right to perform welding and surfacing work using specific types (methods) of fusion welding carried out manually, by mechanised (semi-automatic) and by automated methods at hazardous production facilities. The requirements also apply to the certification of welders who perform welding and surfacing work using other types (methods) of welding for which the certification bodies have developed methodological recommendations (resistance welding, restorative and hardening surfacing, brazing of metals, welding of non-metallic materials and others).

KazExpertProm provides services for the development, preparation, restoration and issue of duplicate technical data sheets for equipment and hazardous technical devices used at hazardous production facilities (for example, cranes, pressure vessels, boilers, tanks, electric and hydraulic lifts, lifting mechanisms of all types and similar technical equipment). The technical data sheet for equipment and technical devices is a mandatory document that must accompany the product from the moment of sale and throughout its service life. If the data sheet is lost, it can only be restored by a competent organisation holding the relevant permit from the authorised state bodies.

KazExpertProm provides training, retraining, advanced training and knowledge assessment (examinations) for engineering and technical staff and specialists of hazardous production facilities, as well as for attested, design and other organisations engaged to work at hazardous production facilities, on the basis of its Attestation granting the right to train specialists in the field of industrial safety. The general training programme and the qualification certificates of the established form meet the requirements of Article 79 of the Law of the Republic of Kazakhstan «On Civil Protection» No. 188-V dated 11 April 2014 and of the regulatory framework of the Republic of Kazakhstan on industrial safety.

KazExpertProm provides training in occupational safety and health; on completion, an examination board assesses knowledge of the requirements and issues a certificate, depending on the position and qualification of the trainee. The course is designed for managers and persons responsible for occupational safety and health, who are required to take an advanced training course at least once every three years under sub-paragraph 3 of paragraph 2 of Article 182 of the Labour Code of the Republic of Kazakhstan No. 414-V dated 23 November 2015. The legislation of Kazakhstan also requires such training in accordance with Order of the Minister of Healthcare and Social Development of the Republic of Kazakhstan No. 1019 dated 25 December 2015 «On approval of the Rules and time frames for training, briefing and knowledge assessment of employees on occupational safety and health».

Order of the Minister for Emergency Situations of the Republic of Kazakhstan No. 276 dated 9 June 2014 «On approval of the Rules for training employees of organisations and the public in fire safety measures and the requirements for the content of fire safety training programmes» makes training in fire safety measures and fire safety essentials, advanced training of employees working in fire safety and the training of persons responsible for fire safety mandatory. On completion of the course, KazExpertProm holds an examination before a qualification board that includes a representative of the state fire safety inspectorate, covering technical regulation No. 439 dated 23 June 2017 «General fire safety requirements». Those who pass the examination receive a certificate of the established form.

KazExpertProm provides theoretical and practical training and holds examinations to assess knowledge of the standards, requirements and rules for work with electrical installations, with the award of an electrical safety clearance group (qualification groups I to V), in the manner established by Order of the Minister of the Republic of Kazakhstan No. 222 dated 19 March 2015 «On approval of the safety rules for the operation of consumer electrical installations». Knowledge of the electrical safety rules and regular electrical safety training are mandatory for admitting electrical technology and electrical engineering personnel to the operation and maintenance of electrical installations, as well as administrative, operational, maintenance and service personnel working in high-voltage areas.

The KazExpertProm training centre runs training cycles (seminars, workshops and master classes) in first aid skills for people without medical education, including those who have completed the relevant training, in line with the first aid standard (Order of the Minister of Healthcare of the Republic of Kazakhstan No. KR DSM-269/2020 dated 15 December 2020).

Under paragraph 1 of Article 183 of the Labour Code of the Republic of Kazakhstan, production facilities are subject to mandatory periodic attestation by working conditions. This procedure makes it possible to assess the actual state of the workplace for office and production employees, to establish the functional condition of the industrial facility and then to develop an effective set of measures to improve working conditions.

In accordance with Order of the Minister of Healthcare and Social Development of the Republic of Kazakhstan No. 1057 dated 28 December 2015 «On approval of the Rules for mandatory periodic attestation of production facilities by working conditions», the timing of attestation is set by the organisation on the basis of changes in working conditions, counting from the date of the last attestation, but at least once every 5 years. An independent attestation of the production facility and workplaces helps to correct mistakes, puts practical recommendations into effect and guarantees the safety of employees under the Labour Code of Kazakhstan.
