Fire safety essentials training for personnel

Under regulatory documents such as Order of the Minister for Emergency Situations of the Republic of Kazakhstan No. 276 dated 9 June 2014 «On approval of the Rules for training employees of organisations and the public in fire safety measures and the requirements for the content of fire safety training programmes» (as amended on 16 September 2015, No. 777), and the Law of the Republic of Kazakhstan «On Civil Protection» No. 188-V dated 11 April 2014, fire safety essentials training for managers, specialists and employees of organisations, whatever their field of activity, is carried out within a month of being hired and thereafter at least once every three years from the date of the last training; for managers, specialists and employees of organisations involved in explosion- and fire-hazardous production it is carried out once a year. On completion of the training and examinations, a certificate of the established form and a record from the training centre are issued.

What does fire safety training involve? Above all, it is:

• learning the requirements of regulatory and technical acts;
• learning how to organise work to prevent the conditions in which a fire can start;
• acquiring the skills to assess the fire hazard of a particular process used in industrial production;
• acquiring the skills to organise the rescue of people in an emergency;
• training in preventive action aimed at preventing fires;
• training personnel in first aid skills.

The following categories of personnel are subject to training:

1. Heads of enterprises and persons responsible for the fire safety of a facility or enterprise.
2. Personnel of production facilities in fire safety categories A, B and C.
3. Personnel of facilities of various types where large numbers of people may gather, and personnel of premises where explosive substances are stored.
4. Employees who work with an open flame in production. This may be gasoline cutting, welding of various kinds, heating of bitumen materials or the use of blowtorches.
5. Personnel whose work involves fire-hazardous materials, above all mastics, adhesives and various polymer materials, all types of welding work and metal cutting.
6. Personnel working in agriculture.
7. Teaching staff responsible for the life and health of children.
8. Personnel carrying out electrical installation work.
9. Personnel guarding enterprises, with the exception of private security companies.
10. Personnel working at petrol and gas filling stations.
