Industrial safety training for engineering staff and workers

KazExpertProm provides training, retraining, advanced training and knowledge assessment (examinations) for engineering and technical staff and specialists of hazardous production facilities, as well as for attested, design and other organisations engaged to work at hazardous production facilities, on the basis of its Attestation granting the right to train specialists in the field of industrial safety. The general training programme and the qualification certificates of the established form meet the requirements of Article 79 of the Law of the Republic of Kazakhstan «On Civil Protection» No. 188-V dated 11 April 2014 and of the regulatory framework of the Republic of Kazakhstan on industrial safety.

Heads of organisations that carry out any work at hazardous production facilities are obliged to address safety at those facilities and the training of the specialists responsible for industrial safety. In particular, company managers must arrange the training and retraining of the specialists and employees working at hazardous facilities, as well as of the officials, engineers and technical specialists responsible for fire safety and overall industrial safety. All matters relating to the training and retraining of specialists and employees in safety at hazardous production facilities are the responsibility of the heads of the organisations.

To ensure the required level of training and qualification, industrial safety training and subsequent certification (knowledge assessment in the form of examinations) must be arranged. Training and certification of specialists and employees working at hazardous facilities, as well as of all organisations engaged to work at such facilities, must be carried out on special courses at the production facility or at an educational institution that holds the permits and attestation documents giving the right to train, prepare and retrain specialists in safety at industrial enterprises.

Institutions that provide industrial safety services and hold permits for the training and retraining of specialists in the safety of industrial enterprises must draw up programmes and plans for the training sessions in advance, and these must be checked and approved by their management. On the basis of the relevant management order, standing examination boards must be set up. Their main duty is to assess the knowledge of the specialists and employees working at hazardous production facilities. The board must be chaired by the head of the organisation or the deputy head of the training centre set up at the organisation operating the hazardous production facilities.

Heads of companies (legal entities) that declare industrial safety, as well as the specialists who act as examiners on the standing certification boards set up at those companies, must themselves sit examinations at least once every three years in the manner established by the authorised body. The examinations must be conducted by boards of the local division of the authorised body. Such a board must be chaired by the chief state industrial safety inspector of the region (or a deputy) and must consist of at least three people.

All examination results must be entered in the relevant record, which is kept until the next examination.

All specialists and employees who pass the examination receive certificates of the single form established by the Rules, signed by the chairman of the certification board. The certificate is valid throughout the Republic of Kazakhstan for the whole period stated in it (3 years).
