Training of persons responsible for occupational safety and health

KazExpertProm provides training in occupational safety and health; on completion, an examination board assesses knowledge of the requirements and issues a certificate, depending on the position and qualification of the trainee. The course is designed for managers and persons responsible for occupational safety and health, who are required to take an advanced training course at least once every three years under sub-paragraph 3 of paragraph 2 of Article 182 of the Labour Code of the Republic of Kazakhstan No. 414-V dated 23 November 2015. The legislation of Kazakhstan also requires such training in accordance with Order of the Minister of Healthcare and Social Development of the Republic of Kazakhstan No. 1019 dated 25 December 2015 «On approval of the Rules and time frames for training, briefing and knowledge assessment of employees on occupational safety and health».

Under Order of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan No. 1019 dated 25 December 2015 «On approval of the Rules and time frames for training, briefing and knowledge assessment of employees on occupational safety and health», employees in managerial positions and personnel responsible for occupational safety and health in the workplace (responsible employees) must regularly, at least once every 3 years, complete occupational safety and health training and have their knowledge assessed at training centres that provide professional training, retraining and advanced training. In addition, the set of safety measures includes workplace attestation by working conditions.

An employee who has completed occupational safety and health training receives a certificate valid for 3 years. After the course, a record of the examination board that carried out the assessment is also issued. The certificate entitles the employee to conduct briefings, keep briefing registers and develop programmes. Occupational safety and health training is mandatory.

The employee conducting an initial, repeat or unscheduled briefing, and admitting a worker to work, must make an entry in the briefing register. This is governed by Annex 4 to the Rules. The entry is confirmed by the signatures of the person who conducted the briefing and of the person briefed. An unscheduled briefing must be registered with the reason for it. The register is numbered and bound. The occupational safety and health service of the organisation issues the register to work supervisors (the head of a workshop or a foreman).
