Industrial safety expert examination

In accordance with Article 73 of the Law of the Republic of Kazakhstan «On Civil Protection» No. 188-V dated 11 April 2014, the following are subject to industrial safety expert examination:

1. Hazardous technical devices operating at a pressure above 0.07 megapascals or at a water heating temperature above 115 degrees Celsius, except for heating networks; similar steam and hot-water boilers, pressure vessels, lifting mechanisms, escalators, ropeways, funiculars and lifts.
2. Technologies, technical devices and materials used at hazardous production facilities, except for construction materials used at such facilities.
3. The industrial safety declaration of a hazardous production facility.
4. Production buildings and process structures of hazardous production facilities.
5. Legal entities applying for an attestation, for compliance of the declared types of work with industrial safety requirements.

Regulatory framework

In the Republic of Kazakhstan such examinations are carried out in accordance with the requirements of Law No. 188-V «On Civil Protection» dated 11 April 2014, with interstate and national standards and with other regulatory and technical documents.

Industrial safety expert examination is carried out in several areas:

• safety of industrial technical devices and materials whose wear exceeds the permissible limits and/or which have served their standard service life, in order to determine whether they may remain in operation;
• safety of industrial technical devices and materials in order to obtain a permit for their use at hazardous production facilities;
• safety of industrial technical devices and materials after an emergency at a facility;
• safety of industrial technical devices and materials when the main operating parameters change.

During the work it is important to determine compliance with the technical specifications, allowing for possible deviations. Once the examination is complete, a report and an expert opinion are issued for the further use of the equipment inspected.

When an examination is required

You need to contact specialists for an examination in the following cases:

• when mechanisms and other technical devices have served their life;
• when technical documentation is missing;
• when the actual service life of the devices exceeds the standard life stated in the manufacturer’s data sheet;
• following an order from supervisory authorities.

The Committee for Industrial Development and Industrial Safety is authorised to issue permits for the use of technical devices. Such a permit can only be obtained on the basis of an expert examination of the hazardous technical devices.

Important. The law prohibits the use at hazardous production facilities of devices that have no permit for use from the Committee for Industrial Development and Industrial Safety. A detected violation is grounds for a fine on the organisation. Accidents that occur at a facility where a device is used without an operating permit may lead to criminal proceedings.

How to order an examination

Only organisations attested by the Committee for Industrial Development and Industrial Safety have the right to carry out an examination. This is governed by Article 72 of the Law «On Civil Protection» dated 11 April 2014.

Specialists are obliged to verify that the technical devices, technologies and materials used at hazardous production facilities meet the established requirements, and to establish that the required documentation is complete and in place. Determining the degree of wear requires a qualified inspection and analysis (in laboratory conditions where necessary).
